April 2014—The National Commission for the Certification of Crane Operators gathered in Dallas/Ft. Worth, TX, for its 36th biannual meeting on April 14–17, 2014. Three days of committee meetings concluded on Thursday with the full Commission Meeting, sponsored by NationsBuilders Insurance Services (NBIS) and attended by nearly 70 Commissioners, Alternate Commissioners, and guests. Committee meetings were sponsored by All Tower Crane (Independence, OH), Kiewit (Omaha, NE), and TNT Crane & Rigging (Houston, TX).
Several long-time Commissioners submitted their resignations—including Walter Brumley, Skip Ohman, and Charles Sager—and nominations for their replacements were voted on. New Commissioners include Daniel Bishop, The Crosby Group (Tulsa, OK); Paul Mosley, Shell Oil (Deer Park, TX); and Gabe Strybos III, ExxonMobil (Baytown, TX). In addition, several current Commissioners were elected to further five-year terms: Ron Kohner, Landmark Engineering (Roseville, MN); Don Jordan, BP America (Houston, TX); and J.R. Williams, East Texas Crane Academy (La Porte, TX).
The assembled Commission was briefed by NCCCO and International Assessment Institute (IAI) staff on 2013 NCCCO program highlights, including test development and maintenance, program improvements, program features and performance, program administration, regulatory activity, ethics and discipline activities, practical exam audits, recognition programs, and marketing and outreach activities. Many of the exam and other program management committees also reported on their recent activities and brought several program improvement motions before the Commission for vote.
The Commission was also updated on NCCCO's broad range of activities at the recent CONEXPO-CON/AGG 2014.
Ramifications of the likely OSHA rule postponement, including the proposed delay for operator certification requirements, state and local requirements, and proposed amendments were also discussed.
